Born on August 10, 1948, in Newton, New Jersey, he spent his early years moving often as part of a military family—an upbringing that helped shape a steady, disciplined spirit and a lifelong readiness to meet each new place with quiet resolve.
Louis earned a Bachelor of Science degree from the University of Maryland and completed Officer Training School, milestones that reflected his commitment to learning and to service. Over the course of his life, he lived in many communities, including Sebring, Florida; Jersey City, New Jersey; and Galloway, New Jersey—each chapter adding to a life marked by duty, adaptability, and purpose.
Louis proudly served in the United States Air Force, attaining the rank of Retired Major. He devoted 27 years to Military Transportation, work that called for precision, responsibility, and steadfast leadership. His career stood as a testament to faithful service and to the enduring values of the armed forces he represented with honor.
Beyond his uniform, Louis found enjoyment in travel and in watching sports, taking pleasure in both the excitement of the game and the simple satisfaction of time well spent.
Louis was preceded in death by his father, Retired U.S. Army Captain Louis Henry Budd, Jr.; his mother, Dorothy (Yanis) Budd; and his beloved wife, Kathleen (Dawson) Budd. He is survived by his brother, Richard J. Buddof Grants Pass, OR; his sisters, Susan Carlough of Newton , NJ and Carolyn Sheeler of Newton, NJ; and his brother-in-law, Eric Dawson of Biloxi, MS.
