

She was born and raised in Norfolk and resided in Virginia Beach for the past 40 years.
She is preceded in death by her husband Elliot H. Brown, Sr. “Zeke” and her brother Charles R. Kelley Jr. “Bobby”.
Left to cherish her memory are her sons Elliott H. Brown Jr. and wife Shirley, Charles R. Brown and wife Janet, Grandchildren Kellie Wright and husband Todd, Curtis Brown and wife Krista; 2 great grandchildren Carson Elise Wright and Sydney Frances Wright and many nieces, nephews and friends. Her extremely positive attitude was a witness to all who knew her.
Her children, grandchildren and great grandchildren made up the entirety of her world. She looked forward to Saturdays when her grandchildren Kellie and Curtis would spend every Saturday night. Many Sundays were spent gathered around the kitchen table as she served our favorites: chicken and dumplings, chuck roast or spaghetti and meatballs, recipes that have been passed down to new generations. As great-granddaughters Carson and Sydney arrived, she made many trips to Florida to love on them.
Frances attended Haygood United Methodist Church. She volunteered at Bayside Hospital for many years as well.
