Frances Carlisle Shelton, 84, passed away September 19, 2026. Frances was born in Norfolk, VA to the late Reginald and Linda Rhudy Carlisle. She was an Office Administrator for numerous local law offices over the course of her career. Frances was a proud Virginia Master Gardner, logging in over 10,000 hours. Fran loved flowers, travel and she adored her family.
Left behind to cherish her memory are her loving husband of nearly 41 years, Guy; daughters, Lisa Bowers (Steven Reynolds), Catherine Dellen (Patrick), and Tracy Ferrell (Chris); grandchildren, Ashley (Matt), Kodiak (Courtney), Savannah (John Paul), Ludmila, Polina, Ashlyn, and Drew; great-grandchildren, Lukas, Waylan, Kinley, Sophie, Killian, and one due in February; brother, Harry Carlisle (Sherry); nieces and nephews, Stacy, Reggie, Jerry, and more friends than we can mention.
A celebration of Frances’s life will be held on Tuesday, September 29, 2026 at 1 p.m. at Courthouse United Methodist Church, 2708 Princess Anne Road, Virginia Beach.
