

Robert "Bobby" Shaw Whitney, Jr., 72, passed away suddenly on August 30, 2025. A lifelong Norfolk native, he was proud to be a Norview Pilot and a Distinguished Member of the Hampton Roads Billiards Hall of Fame. Born to the late Diane Moore Cosgrove and Robert Shaw Whitney, Sr., Bobby was preceded in death by his loving wife of 43 years, Joanne Britt Whitney.
Bobby retired as Transportation Superintendent for the City of Norfolk and also served with the American Red Cross, Norfolk Public Schools, and as a Defensive Driving Instructor. Known as a natural leader and mentor, he was dedicated to transportation, safety, and community service. He was a member of Club 60, the American Legion, Moose Lodge, and Elks Lodge. Bobby was most proud of his daughter and cherished his role as a devoted father and husband.
Outside of work, Bobby loved riding his motorcycle, playing pool, and “cutting a rug” on the dance floor while sharing a cold Heineken with friends. As a pool league director and team captain, he fostered lasting friendships and a welcoming community. He also enjoyed golf, softball, horseshoes, and duck-pin bowling. His steady presence, warmth, and generosity touched everyone around him.
Left to cherish his memory are his daughter, Lauren Shaw Whitney; grandson, Parker Levi McCullough; sister, Robin Whitney Evans; niece, Whitney Diane Graham; nephew, Christopher Lee Graham (Terrance Chitty); and a host of extended family and friends.
