

Frances was born April 11, 1950 to George and Wanda McFarland Phillips in Stillwater. She graduated from Midwest City High School in 1968. She worked in personnel at Children’s Hospital, where she met her husband of 33 years. She raised two beautiful children and retired from the Oklahoma Health Care Authority in January 2010.
Frances enjoyed traveling, reading, swimming, cooking and spending time with her grandchildren. Those who knew her had the privilege to experience her compassion, kindness and humor.
She is survived by her husband Mark Scowden of Moore, son Philip and wife Lisa Scowden of Moore, daughter Stacy Scowden Chaney of Yukon, mother Wanda Phillips of Midwest City, grandchildren Addyson and Brycen Scowden of Moore, brother Mike and wife Charlotte Phillips of Albuquerque, brother Mark and wife Camille Phillips of Midwest City, uncle James McFarland and wife Juanima of Claremore, aunt Phyllis Swafford of Tulsa, and many nieces and nephews. Frances also is survived by her precious dog Rudy.
She was preceded in death by her father George Phillips and nephew Todd Phillips.
Visitation will be held at Primrose Funeral Service on Tuesday, September 6 from 12:00pm until 8:00pm. The family will be present from 6:00pm until 8:00pm.
A memorial service will be held Wednesday, September 7, 2011 at 10:00am at Primrose Funeral Service in Norman. Graveside services will follow at Sunset Memorial Park in Norman.
