

Born on November 27, 1957, in Antigo, Wisconsin, Gail was the daughter of Joe Edward Waters and Joan Eva Carpenter. From her earliest years she carried an adventurous spirit and a quiet determination that shaped every stage of her life. Guided by a deep desire to serve and support others, she first answered the call to duty by joining the United States Air Force, where she rose to the rank of Captain and traveled widely, experiencing cultures and friendships that enriched her outlook and deepened her compassion. After completing her military service, Gail pursued higher education and earned a Master of Science in Counseling and Human Development from Radford University in Virginia. She went on to use that degree as a counselor, primarily focusing on drug and alcohol counseling, before eventually founding her own nonprofit.
Gail met the love of her life, Jack Wilcox, while both were stationed in San Angelo, Texas. They married on January 6, 1990, beginning a lifelong partnership filled with laughter, dedication, and mutual support. Their bond was rooted in genuine friendship and a shared commitment to helping others.
Throughout her life, Gail embodied selfless love. Whether supporting fellow veterans, uplifting friends, or nurturing her family, she gave fully and without hesitation. She was the founder and executive director of Envision Success for Veterans, a nonprofit organization devoted to helping veterans access the support and benefits they deserved. Her work changed lives, and her legacy in the veteran community will live on.
Gail had a love for music, especially from the '70s, as well as country and gospel and she loved listening to Jack sing to her most of all. She found peace in nature, joy in butterflies, and comfort in a warm cup of herbal tea. Her favorite color was purple, a perfect reflection of her grace and quiet strength. She cherished time spent with her family, especially moments filled with humor and teasing, often led by Jack, who never failed to make her laugh. Simple joys, like watching her dear friend Marilee make a quesadilla for her and Jack, that meant the world to her.
She also adored cuddling her beloved dog, Stormy, who remained faithfully by her side. Gail taught those around her the true meaning of compassion and community. Her life was a lesson in generosity, loyalty, and kindness.
Gail is survived by her husband of 35 years, Jack Wilcox; her children, Angela Blackwood and her husband Brian of Norman, Oklahoma; Jay Wilcox and their spouse Logan Crider, also of Norman; her stepsons, Jack Wilcox III and his wife Ashleigh of San Angelo, Texas, and Jon Wilcox and his wife Brooke. She is also survived by her sister-in-law, Kim Morris of Aurora, Colorado; her brother-in-law, Ballard Guest of Huntsville, Alabama; and her seven grandchildren: Kaipo, Matilda, Jonas, Noelle, Grace, Sam, and Faith. She leaves behind two nieces, two nephews, her cherished dog Stormy, and her special caregiver and friend, Marilee.
She was preceded in death by her parents, Joe and Joan Waters; her sister, Paige Hodgdon Guest; and her brother, David Waters.
A memorial service for Gail will be held Saturday, October 11, 2025 at 2:00 PM at St. John’s Episcopal Church, 235 W. Duffy St., Norman, OK 73069.
