DK1 Offero Sartorio Vicente (USN Ret.) born on January 15,1942 to Dolores Sartorio Vicente and Graciano Estimar Vicente in Arevalo, Ilo iIlo City, Philippines. He passed peacefully in his home on October 9, 2020.

He joined the military in his early twenties and it was the beginning of his American dream. He was a veteran of the Persian Gulf War and proudly served in the United States Navy for over 20 years.

Offero, "Boogs”, "Palos", "Nonoy", was raised in Arevalo, Ilo Ilo City, Philippines and graduated with a Bachelor’s Degree in Commerce, major in accounting, spending most of his career in accounting/disbursing clerk services, making him one of the best gamblers that could beat you in a bargain. His street fighting ways growing up and 23 years served in the U.S. Navy prepared him for his biggest and longest fight battling conditions from a stroke in 2004. The storyteller and jokester is what he would want you to remember him as, and let’s not forget his singing. He was the loyal and passionate Elvis fan that serenaded his loving wife, Mildred, who gave him 4 wonderful kids. He sang until his last breath.

He was adamant about education and was very hands on and proclaimed he knows everything. There weren’t many, if any, instances he was proven wrong. Getting approvals from him were given with a very discrete shrug since his pride didn’t allow him to show public display because it was viewed to him as showing weakness. His restrained composure was compensated with his gracious demeanor and humbleness. Humor was his escape, never letting an opportunity to tell a joke pass by. His nasal flaring confirmed he was in his joking mood. (All of his kids inherited the nasal flaring trait.)

He enjoyed shrimping, crabbing, clam digging and other forms of shell fishing because he knew he had to eat; techniques and passion were passed down to his children.

As an avid Bowler he won many trophies and has had a few perfect games but nothing as perfect as the family and legacy he created during his life.

He will be remembered by his teasing, jokes, entertaining corny stories, his unfailing work ethic, noble acts of selflessness and infectious, mischievous smile and his love for ice cream.

Offero is survived by his wife, Mildred, sons, Chris (wife Raquel), Raymond (wife Jennifer), Romil (looking for wife), and daughter Cheryl (husband JR). He leaves behind his grandchildren Tavian, Malia, Tanner, Seanna, Kai, Alexandria, Faith, and all his 1st place bowling trophies.
