Born on April 18, 1956, in Havana, Cuba, Roberto was the son of the late Geronimo Porfirio Ramirez and Migdalia Menendez. He grew up in Havana and San Jose de las Lajas, Cuba, and pursued his passion for engineering at the Instituto Superior Politécnico José Antonio Echeverría in Havana. After earning his degree, he worked as an engineer in Cuba, including at a cable factory and sugar mill. Following his move to the United States, he continued his career at the Miami-Dade County Department of Environmental Resource Management where he served for more than 20 years as pollution inspector.

A devoted husband, father, grandfather, brother, and uncle, Roberto found immense joy in his family. He was deeply proud of his daughter and derived his greatest happiness watching her grow up. He was a doting grandfather to her son James, who provided Roberto endless moments of joy.
