Victoriano Baltazar was born on September 21, 1961 in San Nicolas, Ilocos Horte, Philippines. He was the only son of the late Francisco Ingel and Catalina Llopis. He was adopted by his aunt Maria Ingel and Crispin Baltazar when he was 13 years old.
Vic finished his high school education at Santa Rosa Academy and graduated with a Bachelor of Science in Electrical Engineering from the University of the East in the Philippines.
He married Doris Campos and they were blessed with 2 children, Patrick and Christine Baltazar.
Vic was employed with Product Test Labs, S & D Enterprises, and E & S International as an Electronic Technician.
Vic was diagnosed with cancer in February 2007 and passed away on October 14, 2010 in Northridge, California.
A Funeral Mass will be held at St. Catherine of Siena Catholic Church in Reseda, at 9:30 A.M.. Interment to follow at Oakwood Memorial Park in Chatsworth.
