Born on November 21, 1941 in Worcester, Massachusetts, Arthur graduated from Bartlett High School in 1960. After graduating high school, Arthur proudly served in the United States Navy. While in Navy Arthur traveled the world on several boats, however, always fondly talked about his time spent in Kodiak, Alaska.
After the Navy, Arthur worked as a printer for UARCO in Deep River for many years, followed by time as a tradesman at Electric Boat before moving to the Norwich school system where he worked until his retirement in 2007.
Arthur and Rhoda were married in 1968 and not soon after settled in Uncasville where they lived for the remainder of their marriage. This past September they celebrated their 57th wedding anniversary. The family fondly remembers their 50th Anniversary party in 2018.
Arthur is survived by his loving wife of 57 years Rhoda (Kaminsky) Kaplan, his son Aaron, grandchildren Sarah, David and Rachel Kaplan, his brother Paul Kaplan and his wife JoAn, as well as numerous nieces and nephews whom he always kept tabs on. He was predeceased by his sisters Eleanor Garber, Carole Fuchs and Diane Boski.
As Arthur aged, health issues grew large. He beat cancer in his 80's multiple times all while caring for Rhoda. The family would like to thank Eastern CT Hematology and Oncology, Yale Cardiology, including the Heart Failure Clinic and CTGI, for their hard work allowing Arthur to “stick around” for just a bit longer to enjoy life.
A graveside service will be held on Friday, January 9th, 2026 at 10 am at the Norwich Jewish Fraternal Cemetery, 50 Lois Street, Norwich, CT.
