He was born on October 13, 1944 in Queens, New York to Jane Burford Cox and William Russel
Weigand. He was an army brat traveling with his family even living in France and Japan. He
followed his father into the military life by first enlisting in the Air Force, before joining the
Navy. Charles married Carol Eccleston in Norwich, Connecticut on August 17, 1968. They moved to Indiana where he attended Purdue University. He graduated in 1972 with a Bachelor of Science degree in Electrical Engineering. The military took them to Maryland, Massachusetts, Virginia, Pennsylvania, and, finally, back to Connecticut. Together they enjoyed dancing, bike rides in Newport, and attending concerts. Charles served in the United States Navy from 1962 to 1984. He advanced through the ranks from enlisted recruit to senior Lieutenant Commander at retirement. He handled administrative, management, and engineering tasks in nuclear and diesel-electric submarines and served as Navigator-Operations Officer on two Poseidon nuclear submarines. He worked at Electric Boat in Groton, Connecticut from 1984 to 1989 as an Engineering Specialist and served as the Lead Coordinator for the Seawolf Submarine Program during its preliminary design.
In 1984, Charles bought an original Apple Macintosh computer and set up a home office. He
started as a freelance writer for many computer periodicals on Macintosh related subjects. He
served as senior editor for both MACazine and Personal Publishing Magazine. He was an advisor
to more than two dozen Macintosh vendors and two PR agencies. He was a guest speaker at
MacWorld Expos and Mac LA & New York Business conferences. In 1989, he became a
published author with his book Using Pagemaker: Macintosh Version. His book sold over 27,000
copies, was used at many universities to teach desktop publishing, and was released in other
languages. That same year, he created, edited and published his own international newsletter
for Macintosh professionals, The Weigand Report, which he continued to publish until he sold
this publication to an associate in 1991. Charles continued his work with Apple computers and
products and moved into software development. Most notably working with Filemaker.
He enjoyed listening to classical music and liked to attend concerts at the Coast Guard
Academy. He often wrote poetry and even began to translate many of his poems into Spanish.
He was an avid reader enjoying authors such as Ayn Rand, J.K. Rowling, Robert Parker, and Clive
Cussler. He greatly enjoyed watching both his daughter, Jennifer, and his granddaughter,
Theresse, dance and never missed one of their performances.
He is survived by his wife, Carol, his daughters, Jennifer Weigand-Watkinson and her husband,
Michael Watkinson of Norwich, CT, Jill Loftin and her husband, Henry Loftin of Grand Prairie,
TX, and Karla Watson of Orange, TX, his grandchildren Thomas Weigand-Watkinson, Theresse
Weigand-Watkinson, Tabitha Curry, Robert Loftin, Sarah Burton, Bria Crain, Westin Crain,
Sabryn Lopez, and Devany Crain, and four great-grandchildren.
He was predeceased by his mother, Jane C. Wittkop in 1996, his father, William R. Weigand in
1964, his step-father Andrew Wittkop in 1982, and his sister, Carol Jane Weigand in 2018.
Services will be held on Friday, July 26, 2019 12 noon, at Church & Allen Funeral Home 136 Sachem Street Norwich followed by a burial at Maplewood Cemetery Norwich.
