She was born in Norwich on March 13, 1916 to the late Harry L. and Louise Armstrong.
On February 3, 1947 she married her beloved husband Edwin Poppleston in New York City.
In addition to her husband who predeceased her in 1992, she was predeceased by her children Joseph Charles Andrews, Jr. and Penelope Jane Poppleston.
Isabelle enjoyed her family, especially the children. Cooking and baking for dinners, parties and family gatherings were among her favorite things to do. She loved to keep in touch with everyone. Her various hobbies included reading, needlepoint, shopping, going out to lunch and socializing.
Isabelle is survived by her daughter Diane Stefanski of Norwich, 5 grandchildren, several great-grandchildren, 2 great-great grandchildren and numerous nieces and nephews.
Funeral services will be private for the family.
