
Bill was born in the Town of Goulds, Delaware County, on Nov. 16, 1935 the son of Daniel and Nora O’dell Rickard. He attended the Georgetown school and following his education entered the United States Army serving his country from Nov. of 1954 until his honorable discharge in Feb. of 1956. On April 15, 1956 he married Bernice Berg Rickard who passed away May 12, 2007. Together they eventually settled in Norwich where Bill worked various jobs including several area farms and the Maydole Hammer Factory. His most recent and longest employment was with the Chenango County Highway Dept. where he worked for 20 years retiring as a Foreman. Bill also had served as President of the CSEA Union.
Bill was a family man at heart and his home was open to all. He was open minded and willing to help anyone in need. Over the years he enjoyed his hunting and fishing as well as a good game of cards.
Bill is survived by his children, Debra Rickard of Oxford, Edward Rickard and wife Cathy of Norwich, Tammie Wiltsie and husband Rich of Oxford and Scott Rickard and wife Lori of Brisben, his sister Laura Mueller and husband John of Northport, FL and his brother Warren Rickard and partner Sam of Hampton, TN. Also surviving are 14 grandchildren, 12 great grandchildren and several nieces and nephews.
Besides his wife Bernice, Bill was predeceased by his sister Minnie Shedd.
Graveside services with full military rites for Bill will be held on Friday, Nov. 8, at 1:00 pm from the North Norwich Cemetery. The Rev. Jeremy Stopford, Pastor of the First Baptist Church of Earlville will officiate.
There will be no calling hours.
