

Harley Donald Reeves, 79, of Odessa passed away Monday, December 22, 2014 at his home. He was a member of Immanuel Baptist Church in Odessa.
He was born November 3, 1935 to L.V. Reeves and Flora Lute Logsdon Reeves in Haskell County. He attended school in Weinert, TX. He played football, basketball, and track for the Weinert Bulldogs. He graduated high school in 1955.
He married the love of his life, Mary Genice Hitchcock, on November 9, 1955. They had three children: Sheri Ann, Jamey Kyle, and Lauri Lee. Harley and Mary attended both Cisco Junior College and the University of North Texas. After graduation, they taught in Monahans, TX. Harley coached the Monahans Lobos for 5 years. In 1967 they moved their family to Odessa where Harley coached the Bonham Owls from 1967-1972. Mary taught at Burnet Elementary.
In 1972, when Ernie Crawford was the first Executive Director of the Permian Basin Regional Planning Commission, Harley was hired to run comprehensive health planning and emergency medical systems that led to today’s 911 systems. This goal was achieved after the Planning Commission partnered with NASA to develop and implement the first regional EMS system in the U.S. This allowed the Commission to purchase ambulances and train emergency medical technicians for the 17 county region. The PBRPC/NASA plan became the model rural EMS plan across the U.S. Harley retired from the Planning Commission in 2010.
Those preceding Harley in death are his parents, LV. and Flora Reeves; Mary’s parents, Jesse and Odell Hitchcock; his sister, Elva Gay Reeves Oates; and nephews, Charles Reeves Oates and Sammy Lynn Oates.
He is survived by his wife of 59 years, Mary Reeves; his brother, Jim Reeves and wife JoAnne of Odessa; his brother-in-law, Wayburn Oates of Odessa; his three children, Sherri Reeves Vance and husband Brett from Long Beach, CA; Jamey Reeves and wife Teresa from Plano; Lauri Reeves Farber and husband Dan from Odessa, grandchildren, Amanda Meadows Windle and husband Max from Midland; Brett Meadows from Ft. Worth; Chase Vance from Los Angeles, CA; Dalton and Emily Reeves from Plano, Dr. Adam Farber from Temple; and Amy Farber from North Richland Hills, and great-grandchildren, Briel Rene Meadows, Harley Ann Windle, Hailey Faith Windle, Ace Jackson Wooten, and Lincoln Alexander Wooten.
The family expresses appreciation for services of Home Hospice. Thank you to Shanna, Cynthia, Shelly, and Larry Hood.
A memorial service will be held at 1:00 pm on Saturday, December 27, 2014 at Immanuel Baptist Church in Odessa, TX with Pastors Landon Coleman and Corey Speer officiating. A reception will be held following the service in the Fellowship Hall.
In lieu of flowers, the family requests donations to the Immanuel Baptist Church General Fund.
