Foy’s parents were Lawrence and Ardella Bates who were long-time residents and business owners in Odessa. In his early years, the Bates family lived in Penwell and then moved to Odessa. Foy was the second oldest of four brothers that included Morris Bates (of Odessa), Pat Bates (of Graham, Tx) and W.D. “Mooch” Bates (of Odessa). Foy graduated from Odessa High School in 1941 and enlisted in the Navy serving his country for five years during World War II. After the war, he attended college at the University of Houston graduating with a BS in Electrical Engineering.
In 1952 after graduating from college, Foy became business partners with his bother Morris and sister-in-law Reba when they opened Bates Appliance. They later acquired Tripp Powder Company from their cousins and maintained these businesses for over 40 years.
Foy never married or had kids, however, he was very involved in the lives of his nieces and nephews. He actively attended local school and sporting events and was always a sound and consistent role model to us. Foy was a devoted Christian that was a happy person that enjoyed life. Foy loved forming friendships with others and was always humored. Foy always had a very close relationship with his three brothers (Morris/Mooch/Pat) and his brother-in-law (Charlie Grewell) regularly spending time together.
When Foy got involved with something, he was very dedicated to that activity or group. In 1986, Foy joined the Odessa Optimist Club. Foy served many different roles with this organization and made some very dear and long-lasting friendships with member of the Optimist Club. He continued to be involved with the organization until he was no longer able to drive. Foy was also an active member of the First Christian Church of Odessa where he was a member for over 70 years.
Foy is survived by his niece Debbie Bates Coleman (of Houston), nephew Bater Bates (of Dallas), Larry Bates (Odessa), Denise Bates Livingston (of Lakeway) Mary Bates Gentry (Graham), Mike Bates (Monahans), Don Bates (Graham), Randy Bates (Monahans) and Cindy Bates Hudson (Graham). Foy will also be missed by the Bates family’s lifelong friend, Stella Rangel of Odessa.
A memorial service to celebrate Foy’s life will be held on Saturday, January 12th at 1:30pm at the Frank Wilson Funeral Home in Odessa at 4635 Oakwood Drive.
