

At just 17 years old, Billy joined the United States Navy and proudly served his country during World War II as a pipefitter. Following his military service, he returned home and began building a life centered around faith, family, hard work, and service to others.
On May 28, 1948, Billy married the love of his life, Letitia (Colbert) Smith. Together, they shared an extraordinary 78 years of marriage. They made their home in Oklahoma City, where they raised their family and were faithful members of Crown Heights Baptist Church for 40 years. Billy served the church in many capacities throughout the years, including as a deacon and Building and Grounds Chairman, and he also lent his voice to the church choir.
Billy worked at Tinker Air Force Base until his retirement in 1982. A talented handyman, he also held his Oklahoma state plumbing license and seemed to have the ability to fix just about anything.
After retirement, Billy and Letitia moved to Lake Texoma, where they enjoyed 25 wonderful years. They became members of Texoma Southern Baptist Church, and Billy continued doing what came naturally to him, helping others. Whether the problem involved plumbing, electrical work, or simply an extra pair of capable hands, Billy was always willing to lend a hand.
As their health needs changed, Billy and Letitia returned to the Oklahoma City area. They became members of Putnam City Baptist Church, continuing the strong Christian faith that had remained at the center of their lives together.
Billy was a devoted husband and father who was actively involved in the lives of his sons. Over the years, he could be found serving as a Scout leader, coaching baseball, and supporting whatever activities his boys were involved in. He loved fishing and traveling, eventually visiting 35 states and Canada.
Those who knew Billy will also remember his wonderful sense of humor and his legendary hugs. An exceptional hugger, he earned the unofficial and well-deserved title of “President of the Old Ladies Hugging Club.” It was a title that suited a man who so freely shared his warmth, kindness, and affection with the people around him.
Billy was preceded in death by his parents, Joseph and Lula Smith; and five siblings, Joe Smith, Hershall Smith, Doris Burke, Alma May, and Ora Mae Welch.
He is survived by his beloved wife of 78 years, Letitia Smith; sons, Charles Smith and Stephen Smith and wife Janis; former daughter-in-law, Fiona Collins; grandchildren, Major Tiffany Levine, MD and husband Eric, Josh Smith and wife Sabrina, Stacy McKinnis and husband Nat, Mandi Kaiser and Ryan Cooner; great-grandchildren, Harvey, Sami, and Scarlett; sister, Eva Pearl Norton; as well as many other family members and friends who were blessed to know and love him.
A service celebrating Billy’s remarkable life will be held at 2:00 p.m. Friday, October 2, 2026, at Chapel Hill Funeral Home.
