Charlotte was born on July 27,1917 in Binghamton, NY, the daughter of Charles and Edna Phillips. She graduated from Oneonta High School and then from The Oneonta Normal School. Charlotte then secured a teaching position at the Homer Folks Hospital, from which she retired in 1973.
In 1946 she married Kendall Hay at the Elm Park Methodist Church. Kendall, the son of a long time Oneonta realtor, had returned from service in the Far East during World War Two. They eventually took up residence on South Side Drive, where they lived for many years.
Charlotte was an active volunteer at The Fox Hospital for many years, was active in the Garden Club and was a member of the Elm Park Methodist Church.
Charlotte was predeceased by her husband Kendall in 2011 and by her three sisters, Muriel of Bethel, CT, Florence of Orangeburg, SC, and her twin, Marion of Sidney, NY.
She is survived by several nieces and nephews, Jeffrey and Charlotte Ann Hendee, Richard and Phillip Scoville, Alma Scagg and Charles Down.
Appreciation is given to all of her care givers in the final years of her life.
A celebration of Charlotte's life will be held at the convenience of the family.
