He was born on Christmas Day, 1949, in Havre de Grace, Maryland, one of eight children of the late Carrie (Dowell) and David Mullins. Arnold was a people person and very family oriented. In his younger years, you could find him fishing, trying to catch the big one.
He was the beloved pastor of the Church of God of Prophecy for several years and pastored at many other locations throughout his 40-year career in the ministry. Arnold’s favorite subject was God and he passionately ministered to people of all walks of life. He lived his life according to the Bible and has now reaped his reward—walking the golden streets of Heaven.
Arnold is survived by his wife, Rosie Blankenship Mullins; two children, Deanna Mullins and Paul (Barb) Mullins; three grandchildren, Lauren (Brent) Overholt, Andrea Reil and Alyssa Mullins; three great-grandchildren, Sophya Reil, Vincent Penix and Isla Reil; and three brothers, James, David, and Jerry Mullins.
In addition to his parents, he was preceded in death by three brothers, Duane, Ronald, and Cliff Mullins; and a sister, Anita Mullins.
The family will receive friends from 1:00-2:00 pm on Monday, October 19, 2026, at Wappner Funeral Directors and Crematory-Ontario, 100 S. Lexington-Springmill Road. The funeral service will immediately follow at 2:00 pm with his brother, Pastor James Mullins officiating.
