He was born on January 14, 1947, in Spencer, West Virginia, to the late Goldie (Hall) and Darus Moore. He was employed as a ship welder in Lorain, Ohio, later becoming the owner of Hall’s Sunoco gas station. Leroy then opened his own auto sales dealership, Hall’s Auto Sales that is still family owned. He didn’t know a stranger and treated everyone like family, which reflected the kind of man he was.
To say Leroy enjoyed dirt track racing would be a colossal understatement. He spent 52 years in the racing industry, both as a driver and owner. He earned 21 championships with 21 different drivers. He was supportive of others within the racing community, giving advice on every aspect of racing. Many tributes have been made in Leroy’s honor across the racing community, and he was revered as a legend in racing.
Leroy attended Fusion Church in Madison. He prioritized spending time with his family and especially enjoyed time with his grandchildren. He enjoyed 4 wheeling in West Virginia with his family and friends whenever time allowed. He was a fierce competitor in volleyball, and his competitive spirit was unrivaled and a bit intimidating as well.
Leroy is survived by his wife, Carolyn Watts Hall; two daughters, Kimberly (Tim) Mowry and Christina (Steve) Quicksall; seven grandchildren, Nicole Bee, Kevin (Audrey) Wright, Steffan Mowry, Amanda (Bryce Imars) Siwek, Allie Quicksall, Trevor (Jordan) Quicksall, and Jena (Brett) Burton; six great-grandchildren, Kenzlee and Hadlee Bee, Colt and Cali Wright, Raelynn Siwek, Cooper Imars and one on the way; a sister, Mary (Alvie) Putman; and many cherished family and friends.
In addition to his parents, he was preceded in death by a son, Kevin Hall; and brother, Cleo Hall.
The family will receive friends from 2:00-5:00 pm on Sunday, August 30, 2026, at Wappner Funeral Directors and Crematory-Ontario, 100 S. Lexington-Springmill Road. The funeral service conducted by Pastor Aaron Rose will be held in the funeral home on Monday at 11:00 am. He will be laid to rest in Mansfield Cemetery.
