

Chief Jeff Carter, 56, a retired Naval Chief, Defense Contractor, and avid golfer, passed peacefully on Sunday, September 8, 2024, surrounded by family. He was born in Portland, Oregon to Barbara Jean (Paulson) and Floyd Walter Carter. Jeff graduated the Class of 1986 from Sylvan Hills High School, Sherwood, Arkansas. After graduation he joined the United States Navy and proudly served his country for over 23 years. Jeff joined the United States Navy in May 1987 as a Boiler Technician, now a Machinist Mate and faithfully served his country in the Persian Gulf War, Operation Enduring Freedom, and Operation Iraqi Freedom. His duty stations include USS Niagara Falls, USS McKee, NAS Miramar, USS Frank Cable, Naval Station Great Lakes, USS Kearsarge, and the Center for Naval Engineering at NAS Norfolk. In 2005, the USS Kearsarge came under attack pier side in Jordan. Jeff led a team to implement an aggressive plan to bring up the steam plant in order to be “ready to answer all bells”. He restored the steam plant to 100% operational readiness enabling the Kearsarge to complete her mission without interruption. After retiring from the Navy, he moved to Orange Park, Florida. He was a Program Manager for 14 years at Logistic Services International, Inc. (LSI) where he led the Naval Nuclear Propulsion Training program, Engineering Plant Manager Program, Apache Maintenance Training Device program, and Chinook Maintenance Training upgrades program. Jeff was a man of faith and a member of River Christian Church in Fleming Island, Florida. He was the patriarch of the family and instilled in his family the love of God and Country. Jeff was an avid golfer and enjoyed volunteering for The Players Championship (TPC), Constellation FURYK & FRIENDS, and Safe Animal Shelter. He enjoyed traveling and most recently traveled to Scotland, England, Norway, and France. Jeff is proceeded in death by his parents, Barbara Carter and Floyd Carter. He is survived by his loving and devoted wife Jennifer L. Carter of 10 years; three children, Britney P. Carter, Isabelle L. Carter, and Stella E. Carter; siblings Samantha LaGue (Jake), James Carter (Suzanne) and Jay Carter (Tracy); nieces and nephews Emma LaGue, Finn LaGue, Kristina Carter, Kara Klippert (Hunter), Jonathan Weir (Ashley), Roman Carter; in-laws Laurie Tyler, and Derek Warr (Suzanne) and a host of family and friends. Jeff will be remembered as a loving husband, father, and friend.
A Celebration of Life will be held Wednesday, September 25, 2024 at 1:30 p.m. at River Christian Church located at 5900 US-17, Fleming Island, FL 32003. Inurnment will be held at 9:30 a.m. on Thursday, September 26, 2024 at Jacksonville National Cemetery (Lane 2).
In lieu of flowers, the family requests memorials be made to Hope for Stomach Cancer, Safe Animal Shelter in Orange Park, FL, V for Victory in Jacksonville, FL or a charity of choice.
