Victor was born in New York, New York on November 15, 1948. He graduated from James Monroe High School. He worked as a Security Guard.
Victor served in the United States Air Force and had a passion for collecting Japanese swords and antique guns.
He was preceded in death by parents: Victor M. Otero Sr and Milagros Otero; brothers: Juan Luis Otero and Anthony Manuel Otero. He is survived by his sister, Sylvia E. Otero-Madero and loving family members.
