Dear Nancy and family. David and I were so sad to learn of Rick’s passing. Our paths crossed at HQs and abroad when he was in Geneva and Amman.  When we were in Baghdad he was our saviour! My husband Jacques knew him from baseball when they were younger. I have known him from the beginning of my working for External Affairs. I'm so saddened to learn of Rick's passing.  
The world has lost one heck of a good 'un.  Rick was always so kind, so hard working, so caring.  And funny!  I'd like to share an anecdote.  Working together for years in ABMR, we'd occasionally pass each other in a narrow corridor and Rick would always give me a gentle bump.  One day I threatened him with harassment (ha)!   Later that day I returned to my office only to find a form entitled "request for harassment" sitting on my desk!  To this day I often think back to that mischievous sense of humour and I chuckle.   We don't chuckle enough.

Richard was not only a colleague of mine at Foreign Affairs, but also my cousin. I worked in the Internal Audit Section, while he served as an Administrative Officer at numerous missions abroad. For a time, he was seconded to our section, and we had the opportunity to work more closely together.
Our parents were especially close and often socialized, and while Richard and I weren’t in touch constantly, we remained good friends and crossed paths over the years. He was widely respected in the Department, and his time with the Audit Section left a lasting mark—his professionalism, insight, and steady presence were deeply appreciated.
On the road, the audit teams always found him to be a joy to work with—easygoing, reliable, and widely considered one of the best Administrative Officers in the Department.
My heartfelt condolences go out to Nancy and the entire family.
May he rest in peace.

Rick was the kindest, patient, most gentle man I have ever met. He had that effect on everyone around him. He was my mentor  while on TD in Geneva. He and Nancy took me over the border to buy cheese and copper pots. He made me laugh and taught me many tricks of the trade. He will be surely missed and I am so glad to have known him. My sincerest condolences to you and your family over Richard's passing. While I only worked with him for two weeks in Caracas while there on a system's implementation (Mission Finex), Richard was one of the most accommodating Admin. Officers we ever had the pleasure of working with. 
Every morning when we arrived, he shook our hand before starting the day's work and took time out of his weekend with his family (between the two weeks of training) to take my colleague and I to the beach (with a prepacked lunch of sandwiches made by you!). 
He was a true gentleman in every sense and I'm certain he will be missed by many.

Dear Nancy, Alain, Natalie and all your family.  What an accurate description of Rick … He was one of the most caring, warm, kind, and sincere people I’ve ever met.  My Rick - (Oastler) - spoke so highly of you both for a long time before I actually met you, and when I did, I could immediately see why he so many nice things to say.   Everyone who ever knew him would say they admired Richard on so many levels.  The love and respect he / you showed for each other, and the pride in which he openly shared of his family was a treat to see.

My deepest condolences to Nancy and the Belair family. Rick was my mentor in the early eighties in the Pay and Allowances Division Directed by Bob  Belter. Rick talked me into giving briefings to those heading to posts abroad which changed the direction of my Career. A few of us enjoyed visiting exotic restaurants around town for lunches and Rick always spoke fondly of his many great dinner parties and family get together (complete with outdoor pig roasts). His love of family, good food and companionship was endearing to anyone who met him. He will be remembered very fondly by myself and many others. RIP Rick.

I worked with Richard at Foreign Affairs. He was such a good natured man and always had a smile. He will be missed.
