Clifton was born on Saturday, October 8, 1955, in Alley, Clarendon, Jamaica, to the late Rufus and Francella Pallard. He spent his early childhood in Clarendon, where he attended Salt Savannah and Watson Primary Schools. He later attended Bustamante High School and proudly graduated with his diploma in 1972.
Following high school, Clifton began his working life at Monymusk Sugar Factory, where he was employed as a scale clerk. He later joined Jamalco as a security guard. These early years helped shape the hardworking and determined man he would remain throughout his life.
In 1996, Clifton made the significant journey from Jamaica to the United States, settling in Florida and beginning a new chapter of his life. With his skills and strong work ethic, he spent much of his career working as a contract electrician. In his later years, he transitioned into the retail industry, where he continued working until his retirement.

He was preceded in death by his beloved parents, Rufus and Francella Pallard, and one brother.
