Frances was born on May 27, 1931, in Rural Retreat, Virginia, to the late Roy Winton Miller and Katherine Cline. She graduated from Rural Retreat High School in Virginia and spent much of her life as a loving homemaker, raising her children and caring for her family. She also worked for a time at a fabric store and the Hecht Store at Tysons Corner, Virginia.
Frances was a very crafty and talented woman. She was a wonderful seamstress who made many of her own clothes and clothes for her children. She loved quilting and made her son Larry a special blanket from his old shirts. She also enjoyed arranging flowers, making crafts, word searches, and playing card games and doing puzzles on her computer.
Frances prepared many meals for her family, beans and cornbread seemed to make their way onto the table quite often—something that became a favorite family joke. She also baked fresh bread and loved biscuits and tomatoes for breakfast. Frances enjoyed eating out, with LongHorn and Shells being two of her favorite restaurants.
She loved country music, especially Alan Jackson and Jimmy Fortune, and enjoyed the simple things that kept her busy and happy.
Frances was preceded in death by her beloved husband, William O. Walters, with whom she shared 62 years of marriage; siblings, Patsye Hawthorne, Roy Miller Jr., and Charles Miller.
She is survived by her daughter, Linda Gleason; her sons, Larry Walters and his wife, Vicki; Randall Walters; and Dennis Walters; her sister, Elizabeth Shelton; and numerous grandchildren, great-grandchildren, nieces, nephews, and extended family and friends.
A Celebration of Life will be held on Tuesday, September 15, 2026, at 11:00 a.m. at Fountainhead Funeral Home, with visitation beginning at 10:00 a.m. Interment will follow at Fountainhead Memorial Park.
Frances will be remembered for her loving heart, her creativity and the many little ways she showed her family how much she cared. Her handmade quilts, family recipes, and cherished memories will live on in the hearts of those who loved her.
Frances will be deeply missed and forever loved.
