Phil is survived by his step-mother, Starley Baxter of Urbana Illinois; wife, Debra Baxter of Senoia Georgia; children, Sam and wife Melissa Baxter of Sharpsburg, Georgia and Matt Baxter of Aubrey, Texas; siblings, Deanna Wilson and Husband Tony Wilson of Senoia, Georgia; grand-children, Luke and Joshua Baxter of Sharpsburg, Georgia, Bridget and Joseph Baxter of McKinney, Texas, Diana Perez of Wichita Falls, Texas, Robert Perez of McKinney, Texas. He is preceded in death by father, Kenneth Baxter of Winter Haven, Florida; mother, Annetta Duitsman of Grove City, Florida.
Phil was born on 23 January 1949 in Urbana, Illinois. He graduated from Seminole Junior College in 1974 with an associates degree in Arts. He married Pamela Alexander, in 1972. He was remarried later to Debra Stacy. Early in his life, he worked at Meade Gardens, in Winter Park, Florida and enjoyed his time living and working there as Grounds Crew. He retired from the USDA as an Inspector and found it to be a challenging and rewarding job. He enjoyed teaching his boys, Sam and Matt, to fish in the lakes and coast lines of Florida and the rivers and streams of Colorado in his off time. His children remember him as a kind and patient father who helped guide them through the challenges of life.
He was a generous individual. He was an active member of the Faith Lutheran Church and had accepted Jesus as his lord and savior.
