

Charles was preceded in death by his beloved wife of 76 years, Virginia Marion.
He leaves behind a loving family who will forever cherish his memory: his children, Jack D. (Bobbie) Starcevich of Hot Springs Village, Arkansas; Reg Heisel of Pekin, and Patricia (Gary) Velde of Vero Beach; his grandchildren, Lori Heisel of Pekin, Bret (Cara) Velde of Sparta, Tennessee, Tim (Jodi) Velde of Vero Beach and Steve Heisel of Pekin; his great-grandchildren, Hannah Velde, Emma (Mason) Smith, both of Burbank, California, Grant Velde and Tucker Velde, both of Sparta, and Ashley (Brock) Jones of Deer Creek; and his great-great-grandchildren, twins Avery and Logan Jones. He is also survived by Laren (Brandon) Parkerson and Natalie Velde, both of Vero Beach.
Charles proudly served his country as a member of the United States Navy during World War II in both the European and Pacific Theatres. Following his service, he dedicated his career to working as a pipefitter in the nuclear power plant industry, where he was known for his strong work ethic and technical skill.
He was a member of Saint John of the Cross Catholic Church in Vero Beach, where he served as a Eucharistic Minister.
Above all else, Charles valued family. He lived a long and healthy life rooted in love, resilience, and integrity - leaving behind a legacy of devotion and strength.
Details regarding a memorial service will be shared with family and friends at a later date. His private interment will be at Saint Joseph Catholic Cemetery in Pekin. Preston-Hanley Funeral Homes & Crematory has been entrusted with arrangements.
