She was born December 21, 1926 in Raymond, Illinois to Ellis and Muriel (Norvell) Duff. She married Clarence E. Carter on November 20, 1947 in Litchfield, Illinois. He passed away March 16, 2008. She was also preceded in death by her parents; three brothers; three sisters; and one great-great-granddaughter.
Surviving are three children, Kay Carter of Indianapolis, Indiana, Jon (Deborah) Carter of Washington, Illinois, Roger (Karen) Carter of Marquette Heights; 10 grandchildren; 21 great-grandchildren and one great-great-grandson.
Frances was a member of the Highview Church of God in Washington, Illinois.
Funeral Services will be at 11:00 a.m. Tuesday, September 4, 2012 at Davison-Fulton Woolsey Funeral Home in Pekin with Rev. Richard Fitzwater officiating. Visitation will be from 4:00 to 6:00 p.m. Monday at the Funeral Home. Burial will be at Glendale Memorial Gardens in Pekin.
