Frances was born June 10, 1943, in Columbus, Georgia to John Warren and Dorothy Fay (Ford) Miller.
Surviving are one daughter, Jennifer Mitchell of Delavan; one granddaughter, Mackenzie Mitchell of Delavan; one cousin, Sharon Fabry; one brother-in-law, Jay Myers and one sister-in-law, Sandi Myers.
Preceding her in death are both of her parents; one son, David Neavor and one son-in-law, Clinton Mitchell.
Family was very important to Frances, and she worked as a homemaker, caring for those around her. She enjoyed spending time with her granddaughter and watching wrestling with her son David. She also loved the Chicago Cubs and Elvis.
She was of the Christian faith and a member of the Second Reform Church in Pekin.
A celebration of Frances’s life and inurnment at Lakeside Cemetery will be held to honor and remember her at a later date. Cremation has been accorded by Preston-Hanley Funeral Homes & Crematory in Pekin.
