He was born July 11, 1970 in Peoria to George Howard Brown, Jr. and Selma Vivian Larson. His parents preceded him in death as well as one brother, William L. Brown and one sister, Carolyn Brown.
Surviving are his stepmother, Javada Brown of Marquette Heights; two brothers, George H. Brown, III of Peoria and Ronald D. Brown of Pekin; one sister, Diane L. Brown of Missouri and one stepsister, Janice Grubb of Washington.
James attended and graduated from Schramm Educational Center in Pekin.
