Louis was born on July 13, 1953 in Peoria to Louis William, Sr. and Marjorie (Williams) Winter.
Louis attended Pekin Community High School and served in the United States Navy during the Vietnam War. He was a life member of the Paul Towne Memorial AMVETS Post 169 in North Pekin.
Surviving are his mother, Marjorie Winter Ferguson of Mesa, Arizona; one sister, Linda Rae Ruyle of Chandler, Arizona; a niece; a nephew and three great-nephews.
His father preceded him in death.
Louis was a client of the Tazewell County Resource Centers for several years.
His memorial service will be held at 2 p.m. Friday, July 20, 2007 atPreston-Hanley Funeral Home, Pekin Chapel. The Rev. Gary L. Ford will officiate. Burial of the cremated remains will be in Glendale Memorial Gardens in Pekin, with military rites accorded by the Tazewell Military Rites Team.
