She was born September 7, 1936 in Glasford to Harvey and Edna (Trent) Koontz.
Surviving are two sisters, Nelda Martin of Pekin and Melba Koontz of Bushnell; two brothers, Delbert (Betty) Koontz and Carl Koontz, both of Bartonville and numerous nieces and nephews.
She was preceded in death by her parents; one son, Danny Hartquest; two brothers and two sisters.
Norma formerly owned and operated a group home in Oregon.
She was a member of Zion Baptist Church in Pekin.
She was fond of animals, especially her two dogs.
Her memorial service will be at Zion Baptist Church in Pekin at a date to be announced. The Rev. Charles Everly will officiate. There will be no visitation. Cremation has been accorded by Preston-Hanley Funeral Homes & Crematory in Pekin.
