She was born on November 3, 1946 in Canton to Vernon and Alleen (Girard) Williams.
Surviving are one son, Eric Dzinglewski; three daughters, Kimberly Popkin, Carrie Anne Smith and Sherry Spencer; six siblings, Judy (Ted) DeGolyer, Cecil (Dawn) Miller, Norma (Danny) Darling, Chester (Sharon) Thompson, Lynn Imhoff and several grandchildren.
She was preceded in death by her parents; one brother, Michael LaMacchia; one sister, Vickie Farson and her soulmate of 34 years, Franklin D. “Bozie” Spencer.
Pennie worked at Attitudes & Images Beauty Salon in Peoria.
She was a member of the Eagles Lady Auxiliary. She enjoyed oil painting, reading and karaoke.
Her memorial service will be at 2 p.m. Friday, March 22, 2024 at Preston-Hanley Funeral Homes & Crematory in Pekin. Visitation will be one hour prior to the service. Inurnment will be at Prairie Haven Cemetery in Pekin.
