Richard Anthony Windsor, MS, PhD, MPH, age 75, of Birmingham, AL (formerly of Baltimore, MD) passed away peacefully at home on Saturday, January 19, 2019 surrounded by his beloved family. He was born August 7, 1943 in Baltimore, Maryland.
Richard is survived by his daughter, Regina Windsor (Dr. Daniel Grollman); his grandson, Maxwell Windsor Grollman; his partner and colleague, Dr. Myra Crawford; his siblings, loving brother of Janet Haley (Sal), Bernadette Blissenbach (George), Suzanne Elliott, the late Bernard L Windsor, Jr. (Marty), Christopher Windsor (Debbie), and Gregory Windsor (Annette); and countless other family and friends. He was preceded in death by his parents, Bernard Windsor and Janet Anita (Bounds) Windsor.
Richard was honorably discharged from the Marine Corps in 1965 (India Battery, 3rd Battalion, 12th Marines, 1st Marine Brigade, Hawaii). He leaves behind an exceptional legacy in public health and preventive medicine, documented in hundreds of scholarly articles and books, most related to smoking cessation in pregnant women and program evaluation. Richard was recruited from the Johns Hopkins Bloomberg School of Public Health, where he served as a member of the faculty, to help create the University of Alabama at Birmingham's (UAB) School of Public Health (SOPH) and was the initial chairman of the UAB SOPH Department of Health Behavior. He was appointed Associate Director in the Office of Prevention, Education, and Control at the United States (U.S.) National Heart, Lung, and Blood Institute. He was a visiting professor at the London School of Hygiene and Tropical Medicine, University of Sydney, and University of Edinburgh (Scottish Health Services), and was a long-time consultant for the Ministries of Health for Singapore and the People's Republic of China, among others. He was the past president of the Society for Public Health Education (SOPHE) and received the Public Health Scholar Award from Delta Omega (Johns Hopkins University School of Public Health). In 1997, he received the C. Everett Koop National Health Award from Dr. Koop, former U.S. Surgeon General, for his leadership and direction of the Smoking Cessation and Reduction in Pregnancy Treatment (SCRIPT) program, to assist women to stop smoking. Richard retired with dual appointments as professor Emeritus and former Chair, Department of Prevention and Community Health, George Washington University, and Presidential Professor of Public Health at the University of Alaska Anchorage College of Health and Human Services. After retirement he continued to act as principal investigator of a smoking and alcohol cessation program in pregnant women in war-torn Ukraine despite “heavy clashes and fighting in Eastern Ukraine” during this time-period (USAID). Richard was educated at Morgan State College, the University of Illinois at Urbana-Champaign (PhD), and the Johns Hopkins University (MPH), and served as faculty at Ohio State University. The 5th edition of his textbook, “Evaluation of Health Promotion and Disease Prevention Programs,” is available through Oxford University Press.
In addition to his esteemed career, Richard was known for being fun-loving and playful. He enjoyed playing rugby and was a team member of the Baltimore Rugby Club as an assistant professor at Hopkins, and later played with the California Bald Eagles well into his 60s. A voracious reader and an avid golfer, he travelled extensively. He also had a unique ability to comfortably talk to and engage with anyone about a wide range of subjects.
Public visitation will be held Friday, January 25, 2019 from 11:00 AM to 1:00 PM at Southern Heritage Funeral Home, 475 Cahaba Valley Road, Pelham, Alabama 35124. A funeral service will follow at 1:00 PM at the funeral home. Committal service with military honors will follow the funeral at 2:45 PM at Alabama National Cemetery, 3133 Hwy 119, Montevallo, Alabama 35115.
Richard has developed the Windsor Scholarship Fund at Johns Hopkins University Bloomberg School of Public Health for doctoral level students in the Department of Population, Family and Reproductive Health.
