Bill is preceded in death by his parents, Whit and Lucy Starnes; late wife, "Ruth" Dagmar Starnes; daughter, Martina Lynn Starnes.
Bill is survived by his loving wife of 54 years, Linda Parker Mitchell Starnes; children, Anthony "Tony" Mitchell (Valerie), Michael Mitchell and Christopher Starnes (Johanna); grandchildren, Ethan Mitchell, Zachary Mitchell, Samuel Mitchell and Joel Mitchell.
Visitation will be held at Kilgroe Funeral Home, 2219 2nd Ave North, Pell City, AL 35125 on Thursday, October 1, 2026, from 1:00 pm to 2:00 pm. Funeral Service will follow in the chapel beginning at 2:00 pm.
