LeRoy was born to LeRoy Meyers Webb and Caroline Elsesser Webb in Philadelphia, PA. His early education was almost completed in and around the Philadelphia area. At age seventeen his father suggested that he get a new address (he was a handful) and took him to the Coast Guard recruiting office. LeRoy chose the Navy and started his career in Bainbridge, Maryland. He went on to complete thirty-one years doing a job he loved. During his career he earned four Navy Commendation Medals, Navy Achievement Medal, three Navy Unit Commendations, two Meritorious Unit Commendations, Navy Expeditionary Medal, National Defense Medal w/ bronze star, seven Good Conduct Medals, Philippine Presidential Unit Citation, Republic of Vietnam Gallantry Cross, Air Crews Wings, and was a Designated Master Training Specialist. He was proud to say he was the first person to communicate with the Nautilus while it was submerged under the ice in the 1950s. Early in his career LeRoy met Margaret Mary Carr in Philadelphia and they married in December 1956 in Honolulu, Hawaii. They had 3 children: Donna (RN), Mark (ETC/USCG Ret) and Craig (CTOC/USN Ret). After a long illness Peggy passed away. Later he had a blind date with Connie Bossert, who immediately noticed he needed constant supervision and heel lifts, but later agreed to marry him anyhow. They spent the next forty years traveling, meeting great friends and realizing how family, friends and life in general were precious and not to be taken for granted.
Off to new adventures LeRoy finished his education with a BS in Resource Management from Troy State and 20 hours toward an MS in Educational Counseling. He then started a civil service career at Corry Station, Pensacola, FL. He retired as a Deputy Division Officer, Fleet Advanced Systems Training Division. During his employment he earned Civilian of the Quarter, Civilian of the Year, Department of the Navy Meritorious Civilian Service Award, Secretary of the Navy Superior Civilian Service Award.
LeRoy was preceded in death by Margaret Mary Carr, LeRoy M. Webb, Sr., Caroline Elsesser, his sister Nancy J. Webb, his brothers-in-law Bud Klinkkowstein and Joseph Pekala.
LeRoy is survived by his wife Connie, his daughter Donna Maley (Paul); sons Mark Webb (Ann) and Craig Webb (Azalea), seven grandchildren, four great grandchildren; nineteen nieces and nephews, fifteen+ great nieces and nephews; his sisters Catherine Scheidigg (Al), Carol Dunn (Larry), sisters-in-law, Barbara Pekala, Nancy Bossert, Louise Bossert; brother-in-law Michael Bossert (Sally).
Arrangements are being handled by Oak Lawn Funeral Home. Visitation will be December 18 at 10:30 a.m., followed by a funeral service at 11:30 am and Interment at Barrancas National Cemetery at 12:30 pm.
