He proudly served in the United States Navy for over 22 years. Richard retired as a Crytological Technician Master Chief.
He was preceded in death by his parents; and brother, Robert Russell.
Richard is survived by his two sons, Richard James Russell, Jr. and Thomas Russell.
A graveside service will take place on Tuesday, February 5, 2019 at 10:00 a.m. at Barrancas National Cemetery with full military honors.
Funeral arrangements are entrusted with Oak Lawn Funeral Home.
