She was born in Peoria, IL on May 22, 1947.
Dehlia was a mother to three children, Tonya Ruggles, Jill Ruggles DeBeau, and Anthony Ruggles. She was an adoring wife to John Ruggles to whom she was married for 57 years.
Dehlia was a mother to dozens of foster babies for the Catholic Social Services, Coach for the Special Olympics in Track and Field, Basketball, was Docent of Pettengill-Morron House Museum for 15 years, President of Peoria Women’s Club, and Vice-President of Pekin Women's Club. She cared deeply for her family and community. She did this not out of obligation, but because of who she was. Dehila made memories for so many people. No matter how ill she was, she was always determined. When anyone else would have broken, Dehlia stayed strong and did it with a sense of humor.
Dehlia did not like a fuss, so services will be private for immediate family.
