Woodrow was born on May 21, 1921 in Knoxville, Tennessee, the son of Floyd & Grace Mingie. He married Mary O'Neil in Glasgow, Scotland in July 1945.
He was preceded in death by his wife of forty-nine years; his parents,and one sister.
Woodrow is survived by his children, Carolyn (Jerry) Williams of Groveland, Don (Sue) Mingie of Lexington, South Carolina, and Sharon (Dennis) Joseph of Chillicothe; seven grandchildren; twenty-four great-grandchildren; and three great-great-grandchildren.
He was an Army veteran. He worked as a machinist at Caterpillar until his retirement in 1981.
A private graveside service will be held on Friday, June 7, 2013 at Resurrection Cemetery in Peoria. Davison-Fulton Woodland Chapel is in charge of arrangements.
