He was born to Joseph and Lucille Andrews on January 3, 1935 in Okmulgee, Oklahoma. He joined the Air Force as a young man, and served in the Korean War and two tours in Vietnam. He married his beloved, ReJoyce Todd, on August 9, 1963 and together they became parents to their son, Biltrand Brushun Andrews. He retired from the Air Force after 22 years of service. He then went on to his second career at the City of Austin, and aspired to the role of General Manager after earning his Bachelor’s in Business Administration from Southwest Texas State University in 1983. After his second retirement, he spent the next thirty years doing what he loved most, taking care of his land and his cattle in Cedar Creek and Waelder. His beloved wife, ReJoyce, went to be with the Lord on November 30, 2000 and in her honor, yet prior to her death, he officially named their homestead The Incomplete R.
He was adventurous and enjoyed cooking, traveling, and storytelling. His travels in both the military and after retirement took him to all parts of the world. He loved telling others about his adventures while cooking (and eating) a variety of meals. He was also known for his wisdom and how he encouraged others to set goals, overcome obstacles, and become successful. His travels took him to Brazil where he fell in love again and married Iva Oliveira in 2012. Left to cherish his memory are his wife, Iva, his “Ace in the hole” son, Biltrand Brushun Andrews, Sr. (Margie), his son Keith Andrews (Donna), his grandchildren Sean and Cameron Andrews, Biltrand Brushun Andrews, Jr. and Breanna Maria-ReJoyce Andrews. Others left to celebrate his life are his loving sister, Della Butler, niece Elaine Butler Todd, nephews Chester, Delbert, Anthony, Victor, and Kevin Butler, several other nieces and nephews, and a host of friends who became his family. He is preceded in death by his parents, Joseph Andrews and Lucille Hargraves, step-father Melvin Hargraves, Grandmother Mary Cotton, Grandfather Fred Cotton, brother Leon Stokes, and his baby sister, Annie Coleman.
We want to recognize his niece Elaine Butler Todd, his sister Della Butler, and his good friend Dwayne Jackson, II “DJ” for their continuous support and care for “Unc” during his illness. Also most deserving of recognition are his lifelong friends, John and Judy Coleman, who shared many good times together at the casinos, at the homestead especially on Soul Food Day, and who provided a lifelong friendship that Billie and ReJoyce cherished.
On his behalf, we would like to thank everyone who called, sent messages and flowers, and said prayers for Drew during his illness. Even during his illness, he never missed a chance to respectfully thank and remember all of those he loved. We will miss him immensely but are comforted knowing that he fought as long as he could in this world until God told him “enough is enough…it’s time to come home and rest.”

A visitation for family and friends for Billie will be held Tuesday, July 5, 2022 from 6:00 p.m. to 8:00 p.m. at Cook-Walden/Capital Parks Funeral Home, 14501 North Interstate 35, Pflugerville, Texas. A funeral service will occur Wednesday, July 6, 2022 at 10:00 a.m., 14501 North Interstate 35, Pflugerville, Texas. A committal service with military honors will occur at Cook-Walden/Memorial Hill Cemetery, 13700 North Interstate 35, Pflugerville, Texas.
