Germaine Marie Koepke Martinez of Pflugerville, TX passed away peacefully at home surrounded by her loved ones on January 21st, 2026, at the age of 63. She was born on February 17th, 1962, in Edinburg, TX. Germaine lived in various cities across Texas including Edinburg, San Antonio, Boerne, Austin, Pflugerville and Port Aransas. She was a Texan through and through. She graduated from Port Aransas High School in 1980 and was a member of the first class of graduating seniors. She was a multi-sport athlete playing volleyball, softball and basketball. While at Port Aransas, she was one of the members of the girls’ basketball team who advanced to the state championship, earning all-district honors in the process. She graduated from Corpus Christi State University with a degree in Criminal Justice. She maintained a 4.0 average and was listed in the Who's Who Dean’s List.
While attending Corpus Christi State University she met the love of her life, Rosendo Martinez. They began dating in 1982 and married September 26th, 1987. They spent their professional and personal life attached at the hip, always counseling with each other about decisions big and small. When Germaine became ill, Rosendo stood her by side and honored the commitment they made to each other 38 years prior to be there for one another in sickness and health. Some of the most precious and valuable days they spent together were during their retirement years. They genuinely enjoyed each other's company.
Germaine worked for the Texas Department of Public Safety for 28 years and retired holding the title of Deputy Administrator within the Driver’s License Division. Prior to joining DPS, Germaine served as a reserve constable for Nueces County Constable Precinct 7. During her career at DPS, she was instrumental in implementing the current Driver’s License system, still used today. Part of her duties entailed appearing before the legislature, developing computer programs and providing training across Texas for these systems.
Germaine played in local recreational leagues for volleyball and softball. This love of sports was passed on to her children as she was a devoted fan attending all practices and games and even coached all three children at one time or another. During her time as a coach, she led multiple teams to win championships. After retirement, Germaine spent much of her time traveling the country following her youngest son's baseball career. She continued her passion for photography by becoming the unofficial team photographer wherever her son was playing.
Germaine took a great deal of joy spending time with the newest member of the family, her grandson, Donnie. She was looking forward to coaching him to win championships. Since his arrival, the brightest part of her day was getting to spend time with him.
Germaine is preceded in death by her parents, H. Marvin and Gwendolyn Koepke, her parents-in-law, Rosalio and Thomasa Martinez, her brothers Stephen and James Koepke, nephew Dereck White, brother-in-law Buddy White, sister-in-law Joyce Koepke, great niece Gwendolyn Rose Koepke, and great nephew Estevan Cantu IV.
