

Joye was born in Frederick Oklahoma on December 23, 1926 to Ora and Nettie Carr. Joye grew up in Austin Texas and was a graduate of Austin High School. Her career began in the accounting and budget office with the City of Austin, retiring after a period exceeding 20 years. After retiring from the City of Austin Joye began a second career with USDA as a supervisor with NASDA. Working until she was forced to retire due to the federal government shut down because of the COVID epidemic at the age of 94. She was a loving mother and wife.
Joye was preceded in death by her parents Ora and Nettie Carr, eldest daughter Pam Lacouture, husband Walker Barnett, and twin sisters Mayrene and Maurine.
Joye is survived by daughter Cindi Chatterton and husband Lee, son HON Wes Suiter and wife Cheryl MD, daughter Denise Suiter and husband Mike, step daughter Linda Hansen. Grandchildren Nicole, Martel, Ryan, Lauren, Trace, Misty, Jay, and Jeff. As well as numerous great grandchildren, nieces and nephews.
Memorial services will be held on Wednesday October 29, 2025 and presided over by Pastor Kevin Winkler.
Cremation services are being handled by Cook Walden Capital Parks Funeral Home in Pflugerville Texas, and Inurnment will be held at South Park Cemetery in Pearland Texas.
In lieu of flowers, contributions can be made in Joye's memory to Austin Hospice.
