

Born on July 24, 1933, he was the son of the late Earl Edward Phillips and Grace Lucile Phillips. He honorably served his country in the United States Army during the Korean War. While his professional life included business and entrepreneurial roles, his true love was the 30 years he spent teaching and educating people. Many of those roles served as a secondary school teacher, college professor and university dean. He was deeply committed to his students and colleagues and found great joy in encouraging others to reach their full potential.
His deepest commitment was always to his family, and even though he kept everyone provided for, it was love, joy and fun he gave to all that embodied his spirit. From fishing and golf to bridge, board games, and travel, William brought a special flair to every experience and delighted in sharing those moments with the people he loved.
William is survived by his former wife, Shirley Anne Dickison, with whom he was married for 20 years (1956–1976) and with whom he lovingly raised their four children. Those survived are his daughter, Kathy Holtby (Bill); son, William Phillips Jr. (Linda); son, Michael Phillips (Kelly); son, Rey Phillips. As well, his grandchildren: Karolyn Hatch, Cody Holtby, Nathan Phillips, Logen Phillips Peters (Benjamin), Alyssa Phillips, Rachel Hudson (Matt); and six great-grandchildren.
He was preceded in death by his beloved wife, Janet Quade, with whom he began his second journey in 1977. Together they shared 48 years of marriage before her passing in December 2025 at the age of 87.
A memorial service will be held on April 20, 2026, at 11:00 a.m. at Dillard Memorial Funeral Home in Pickens, South Carolina. In lieu of flowers, memorial contributions may be made to the Boy Scouts of America.
