

Russell, affectionately known as “Marco” to many, was a combined 41 year employee with the Tampa Police Department where he retired at the rank of Major. He then returned as a Police Training Specialist while also managing the Police Reserve Unit. During his service, he was a part of many specialized units to include SWAT (TRT), and was an instructor in a variety of areas such as firearms, defensive tactics and crowd management. Russell served as the Crowd Control and Civil Disorder Commander for over seventeen years, to include two Super Bowls and the Republican National Convention. He also designed and implemented the agency’s Mass Incident Response Team (MIRT) that assisted in a variety of response roles, such as natural disasters and other large scale incidents. Upon his retirement as a Major, he oversaw the Criminal Investigations Division.
During his free time he enjoyed being outdoors, traveling, vehicle mechanics and gardening. Russell is survived by his son Christopher (Whitney), twin brother Richard and grandchildren Jason, Lia and Kira. Russell is preceded in death by two of his sons, Nicholas (2008) and Daniel (2014).
A public ceremony will be held at East Thonotosassa Baptist Church on Friday, December 8th, 2023. The visitation will begin at 10 am and the funeral service will promptly commence at 11 am. There will be police honors to follow the service outside of the church. A private graveside service for family and close friends will occur after the police honors are rendered.
