

Stephen A. Rafferty, 76, of Binghamton was lifted to the hands of the Lord on Wednesday, July 29, 2026 after an extended illness. Mr. Rafferty was predeceased by his parents, John and Rita Rafferty, stepmother Mary T. Rafferty and his younger brother, Michael J. Rafferty. He is survived by his loving and devoted wife, Mary (Betty) of 38 years, three children, Rebecca (Chris) Coleman, Jennifer Rafferty (John) Delanoy and Stephen R. (Karen) Rafferty, three stepchildren Paul Driscoll, Ingrid (Bill) Driscoll and Robert Driscoll. He is also survived by his sister, Marcia Jackson and sister-in-law Kathi Rafferty.
Steve graduated from Alfred State College with an Associates of Applied Science degree in Construction Technology and is also a graduate of State University of New York with a Bachelor’ Degree, earning an academic distinction award. Steve served in several positions with the Town of Union prior to being appointed Deputy of Commissioner of Public Works Codes and Ordinances and Building Official in 1987, a post he held his retirement in 2009. He also served as part time Code Enforcem ent Officer for the Town of Dickinson from 2001 to 2023. He felt that his greatest accomplishment was his work in assisting town residents affected by flooding of their properties in obtaining FEMA grants.
Steve enjoyed doing home improvement projects, camping and spending time with his family. His patience and dry sense of humor will be remembered by those who knew him. The family would like to thank Dr. DeSantis of Endwell Family Physicians and Dr. Y of Broome Oncology for Steve’s care.
At his request, funeral services will be private. Contributions may be made to Project PAW, 127 Bevier Street, Binghamton 13904 or a charity of one’s choice.
