

Born on September 25, 1946, in Portland, Maine, Fran was the daughter of the late Samuel and Mary Lucey DiBiase. She grew up in Portland, attended Portland High School, and was an active member of the track and field team. Even after facing polio at a young age, Fran’s determination and resilience never wavered — qualities that would shine throughout her life.
Fran first married Paul Williams, and together they welcomed their son, Paul Williams, before later separating. She later fell in love with her mechanic, Paul Flohr, and the two were married in September of 1986. Their marriage was a true partnership, filled with love, laughter, and adventure, and together they shared 39 wonderful years making their home in Westbrook.
Fran’s greatest joys were found not in titles or accolades, but in the everyday adventures she shared with those she loved. She was happiest in the water, whether swimming at the pool or spending long summer days camping at Sebago Lake. She loved traveling, especially her yearly drives to Florida with family, where she soaked up the sunshine and treasured visits to theme parks. She was always ready for a game of Parcheesi, a night out dancing, roller skating, or a long phone call full of laughter and stories. Music was woven into her days, from listening at The Brickhouse to enjoying the soundtrack of her many adventures.
Most of all, Fran treasured her family. She loved spending time with her grandchildren, creating adventures big and small, and being a steady source of love, encouragement, and fun. She also had a special bond with her many nieces and nephews, each of whom she loved dearly. She took great joy in celebrating their milestones, sharing in their laughter, and being part of their lives during holidays, birthdays, and anything in between. Fran’s warmth and generosity made her the heart of the family. Her giving spirit and kind personality made everyone feel welcome — whether you were family, a friend, or just someone lucky enough to cross her path.
Fran worked hard throughout her life in roles that reflected her compassion and commitment to others. She began her career at LaVerdiere’s Pharmacy and later worked at the Community Dental Center, L.L. Bean during the busy holiday season, and the Department of Human Services, where she typed case files to support children in foster care. No matter the job, Fran’s kindness, diligence, and sense of humor left a lasting impression.
She was predeceased by her sister, Madelyne DiBiase, her nephew, Michael, and her parents, Samuel and Mary Lucey DiBiase.
She is survived by her loving husband, Paul Flohr; her son, Paul Williams, and his wife, Cheryl; her grandchildren, Cameron and Taylor; her sisters, Louise and Jeanne Marie; her brother, Philip; her great-grandchildren, Elliot and Frankie; along with her stepchildren, nieces and nephews, extended family, and dear friends who were blessed to share her life.
Fran will be remembered for her strength, her laughter, her deep love of family, and the joy she brought to every room she entered. Her legacy of kindness and joy will live on in all who knew her.
The family invites you to a time of visitation on Tuesday August 26th from 4:00 pm to 7:00 pm at Jones, Rich and Barnes Funeral Home, 199 Woodford St, Portland. A Mass of Christian Burial will be celebrated on Wednesday August 27th at 11:00 am at St. Pius X Church, 492 Ocean Ave, Portland, immediately followed by a committal service at Brooklawn Memorial Park on 2002 Congress St, Portland.
Celebration of Life will follow the funeral at The Brickhouse, 259 Broadturn Road, Scarborough, ME. All family and friends are welcome to join in sharing memories and honoring Fran’s life.
