

It is with deep sorrow that the family of Joel Wagner Balfour announce his passing on 3/18/26 at age of 38. Joel grew up in Cape Elizabeth, Maine, leaving behind a lifetime of memories that reflect a man full of heart, humor, and quiet brilliance.
Joel had a lifetime passion for sports, especially hockey, baseball and football. His time on the ice and field helped shape his strong sense of teamwork, determination and competitive spirit. These qualities he carried throughout his life and into his Utility Construction Business.
Those closest to Joel will smile when they remember his sharp mind and unmistakable sense of humor. He had a way of making people laugh at just the right moment, often when it was needed most. Conversations with Joel were never dull—he was thoughtful, quick-witted, and always ready with a story or a joke that stayed with you long after.
He had a natural love for the water-whether swimming or simply being near it, that was where he seemed most at peace. He had a special place in his heart for dogs, finding joy and companionship in their loyalty and spirit—something that mirrored his own.
More than anything, Joel will be remembered in the small, meaningful moments: the laughter shared with family, the time spent near the water, the games watched and played, and the countless ways he showed up as himself—genuine, kind, and unforgettable.
Joel is survived by his father, Scott Balfour and his husband Matthew Pekins, his mother Joan Stults and her husband, Mark Stults, his partner Angela Romano, his sister Rachel Veinot and his brother, Trevor Stults. Joel is also survived by loving aunts, uncles, cousins and friends.
A time of visitation will be held Thursday, April 2 from 3:30 PM to 5:30 PM from the Jones, Rich & Barnes Funeral Home, 199 Woodford St. Portland where a celebration of life service will be held at 5:30 PM.
