

A memorial service will be held at 1 p.m. Tuesday, May 1, 2007, at Gateway Little Chapel of the Chimes for Carleton Lavelle Waugh, known to his friends and family as “Bill,” who passed away on April 23, 2007, after a brief illness.
Bill was born in Enterprise on March 15, 1914, and graduated from Yakima High School. He attended Yakima Valley Junior College and later earned a bachelor’s degree in electrical engineering from the University of Washington. In 1938 he went to work for the newly formed Bonneville Power Administration.
During World War II, Bill served as a communications officer in the U.S. Navy, returning to BPA following his discharge. After a 34-year career at Bonneville, Bill and Jane spent two years in Rio de Janeiro, Brazil, where Bill worked as a consultant on a direct current transmission line project.
Bill and Jane traveled extensively in their retirement and established close friendships with people in Europe and South America. Always willing to get involved, Bill was president of the Madison High School Dads’ Club, umpired Little League baseball games, served as a water district commissioner, and belonged to a ballroom dance club with Jane. He also enjoyed water-skiing, flying,
fishing, and corresponding with his many friends.
Mr. Waugh is survived by his wife, Jane of Portland; sons, Charles (Beverly) of Bothell, Wash., and Thomas (Jill) of Clackamas; grandsons, Brian Waugh of Hansville, Wash., Alex Waugh of Burien, Wash., and Patrick Waugh of Monmouth; granddaughters, Laura Waugh of Bellevue, Wash., Tara Jurhs of Denver, Laura Sagawa (Tim) of San Diego; and great grandson, Josiah Sagawa.
