

Cindy was a devoted wife, mother, sister, and friend whose presence brought warmth, strength, and joy to everyone fortunate enough to know her. She is survived by her husband, Zach Baker; her beloved children, Kiana Yang, Jackson Baker, and Charlotte Baker; her sister, Michelle Yang; parents, Neng Chue Yang, Tonie Vang Yang, and countless extended family members, friends, and colleagues whose lives were enriched by her love and generosity. She was preceded in death by family members whose names will be lovingly remembered.
Cindy was born on March 25, 1980, in Honolulu, Hawaii. Her family moved to the Midwest shortly after, and she spent her early childhood years in both Wichita, Kansas and Des Moines, Iowa. Later, she moved to Fresno, California where she lived for the next 28 years. After her immediate family decided to move to Florida, Cindy eventually made the decision with Zack and her children to make a fresh start in Portland, Oregon. She often stated that the Pacific Northwest was where she felt most at home - she loved the various seasons and especially appreciated being so close to nature.
Cindy had earned her Associate’s Degree and was actively pursuing her Bachelor’s Degree in Healthcare Administration before her cancer diagnosis. She built a meaningful and respected career at Providence Health Plan, where she served as a Medicare Specialist and Mentor. In her professional life, she was known for her dedication, her willingness to share knowledge, and her genuine commitment to helping both her colleagues and the people she served. She took pride in guiding others, offering support, and ensuring that no one felt alone in navigating complex systems.
Above all, Cindy’s greatest accomplishments were her children and her family. She loved fiercely and unconditionally, and she built a home filled with care, laughter, and belonging. Her loyalty was unwavering, and her concern for others was sincere and constant.
Cindy had a deep love for food, cooking, music, and the beach. She found joy in learning new things and sharing what she discovered with others. She had a unique gift for bringing people together, making everyone feel included and valued. She was funny, strong-willed, loving, and particular in the ways that made her who she was. Her ability to create comfort, solve problems, and care for her community defined her life.
Those who knew Cindy will remember her for her strength, her honesty, her humor, and her generous heart. She leaves behind a legacy of love, resilience, and connection that will live on in her children, her family, and all those whose lives she touched.
A Celebration of Life will be held on February 28, 2026, at 11:00 a.m. at Skyline Memorial in Portland, Oregon. A reception will follow the service.
In honor of Cindy’s caring spirit and commitment to helping others, memorial donations may be made to the Portland Rescue Mission.
She will be deeply missed, forever loved, and always remembered.
