

Mr. Fulker was born on November 7, 1919 in Boise, Idaho. He graduated from Arlington High School in 1937 and from Oregon State College in 1943 with a B.S. in Electrical Engineering. He was commissioned a Second Lieutenant in the Corps of Engineers and served three years of active duty during World War II.
After completing the pilot training in the Army Air Forces, he trained in night fighters and then Troop Carrier in the Reserve program in Portland.
He went to work for Pacific Northwest Bell in 1947 and retired from that job in 1981 as a Supervising Engineer with 34 years of service. His career was interrupted briefly in 1951 with a two year active duty tour during the Korean War as a Troop Carrier Pilot. His military career was completed in 1980 when he retired as a Lieutenant Colonel in the Air Force Reserve with 27 years of total active and reserve time. His civilian career covered the State of Oregon as an outside plant engineer.
He was married in 1958 to Marianne A. Leber who was his wife for 36 years. She predeceased him in November 1994.
Survivors include daughter Janet Leber Catasegna and husband John, son Peter Leber and wife Karen, and two grandchildren, Christopher and Anna Cartasegna; also nieces Connie Coulter of Portland, Cheri Hayes of Sedro Wooley, Washington, brother-in-law Hubert Leber and wife Marianne of Canada. A brother, Clifford, predeceased him in May 1999.
Interment will be at Mount Calvary Catholic Cemetery.
