

He was born in Ames Oklahoma on November 8, 1928.
Parents were William Ray Chappell Sr. and Elma Hackney Chappell. He is preceded in death by his wife, Ravena Burkett Chappell, his parents, a sister, JoAn Allen, and brother, Rex Chappell.
Bill is survived by his children; Daniel Pisauro of Olympia Washington, William Ray Chappell III of Damascus Oregon, Robin Chappell of Damascus Oregon, Sheryl Chappell Kennedy of Ponca City, Oklahoma, stepson Ronald Maynard of Portland Oregon, several grandchildren, great grandchildren, step grandchildren, step great grandchildren, his sisters Jean Barker of Athens Texas, Janis Gilley of Houston Texas, and numerous nephews and nieces.
Bill graduated from Sheridan High School, Sheridan Texas in 1947 and joined the US Navy the same year. He served on the Aircraft Carrier USS Valley Forge and was honorably discharged in 1952 with the rank of Airman Apprentice AB-7002-20) V-6 (Inactive) USNR.
Bill started work as a construction lineman in southern Oregon in 1950 and joined IBEW Local 125 the same year, where he served as president from 1984 to 1990.
He worked for Portland General Electric from 1955 to 1990, retiring as a Journeyman Lineman.
He has been an active member of the Gateway Elks Lodge since 1969, serving on the Veterans Committee for several years.
Bill was an avid fisherman and hunter, and as many of his friends will testify he could tell a great tale of his adventures.
Per Bill’s specific instructions, there will be no funeral or memorial service.
